Explanation of 2011 Wind Power Policy——Interview with Shi Lishan, Deputy Director of the New Energy and Renewable Energy Division of the National Energy Administration

On August 24, the National Energy Administration issued the “Frequency Notice for the First Batch of Planned Wind Power Projects to be Approved in the First Twelfth Five-Year Plan Period” to the provinces, and planned to approve a total of 28,830,000 kilowatts of wind power projects to be approved in the country, and plans to approve the indicators. Decomposition to provinces, projects not included in the plan will not be approved, can not be connected to the grid, and do not enjoy additional subsidies for renewable energy prices.

This measure to control the rhythm of wind power development and quantify the new wind power indicators around the country was interpreted by market participants as the energy bureau will tighten wind power approval authority.

At the same time, the National Energy Administration issued the Announcement No. 5 of 2011, and approved 18 criteria such as the Technical Specifications for Large-scale Wind Farm Grid Connection Design. The implementation of these 18 wind power industry standards shows that the National Energy Administration is strengthening the management of the wind power industry.

In response, Shi Lishan, Deputy Director of the New Energy and Renewable Energy Division of the National Energy Administration, said in an interview with China Investment that the National Energy Administration has strengthened the management of wind power development. The main background is that with the expansion of the scale of wind power development in China, Some wind energy resource-rich areas have encountered the problem of blind construction of wind power. Some projects cannot be connected to the grid for power generation after completion. Therefore, the National Energy Administration requires local governments to formulate plans for wind power development, and plans are based on wind power development planning, preliminary work, and the electricity market. And grid conditions.

At the same time, he also stated that due to the expansion of the scale of wind power, the subsidy gap of renewable energy is also expanding, and the strengthening of program management will make more effective use of limited subsidy funds.

Although currently under the constraints of the electricity market, wind power development will slow down. He said that the idea of actively promoting the development of wind power has not changed. Whether wind power can continue to achieve large-scale development depends on many factors, including ideological understanding, technical conditions, and management level. What is more important is to make progress in the reform of the management system and operational mechanism.

Strengthen Planned Management Wind Protection Projects Sun Reporter: Recently, the Energy Bureau issued a notice to strengthen the approval management of wind power projects, and conducted total control over the scale of wind power. Could you explain the policy? What is the background of the notification?

Shi Lishan: Since the “Eleventh Five-Year Plan” period, China’s wind power has developed rapidly and its installed capacity has doubled for many years. At present, the nation’s wind power grid connection capacity has exceeded 40 million kilowatts, making it the world’s largest installed capacity for wind power. However, with the expansion of the scale of wind power installations, difficulties in grid connection and operation of wind power are difficult to occur in areas with abundant wind energy resources in the north. Some wind farms cannot operate normally after they are completed. The main reason is that some regions have blindly developed despite market conditions. Wind power construction is not just for wind energy resources, but also for electricity markets. Wind farms are built for the purpose of generating electricity, replacing fossil energy, and not building wind power to build wind power. In order to promote the sustained and healthy development of wind power and improve the development efficiency of wind power, the National Energy Administration has formulated measures to strengthen the management of wind power construction, requiring local governments to strengthen the planning and planning of wind power development, and to implement wind power market and grid conditions as the construction of wind farms. It is difficult to formulate and control the development goals of important basic wind power, which is related to the particularity and technological development of wind power. In 2004, when he formulated the Medium- and Long-Term Plan for Renewable Energy, he proposed that the development target for wind power in 2010 was 5 million kilowatts. At that time, many people thought that this target was set too high. Considering that wind power development will accelerate, in 2007 when the "Eleventh Five-Year Plan for Renewable Energy Development" was issued, the development target for wind power in 2010 will be adjusted to 10 million kilowatts. In fact, wind power installed capacity exceeded 30 million kilowatts in 2010. . The current development goal of the “Twelfth Five-Year Plan” for wind power generation is to add 70 million kilowatts. By 2015, the installed capacity of wind power in China will reach 100 million kilowatts. This goal is also indicative and not a hard indicator. In the past, the main factor constraining the development of wind power in China was equipment manufacturing, because in the early period of the “Eleventh Five-Year Plan”, we could not manufacture large-scale wind turbine equipment. At present, the main factor that restricts the development of wind power in China is the electricity market. This is related not only to the distribution of wind energy resources and the unbalanced distribution of the electricity market, but also to the random and intermittent nature of wind energy resources. Solving these problems is not only facing technical problems but also management issues. It is closely related to economic policies and power management systems. Therefore, to promote the sustained and healthy development of wind power, we must also make greater efforts, especially in the price policy, subsidy mechanism and power management system to achieve a breakthrough.

Reporter: The grid connection is an important condition for the development of wind power projects. Recently, the Energy Bureau issued the “Technical Code for Design of Large Wind Farm Grid Connections”, which will play a role in regulating the development of wind power.

Shi Lishan: For a long time, the technical standards of the wind power industry in China have mainly focused on fan equipment manufacturing, material use, engineering design, and construction management. Relatively speaking, the importance of wind power grid-connected technology standards has been insufficient. The main use of hydropower and thermal power units is Web standards. Because the wind turbine is a low-speed power generation technology, and the speed is constantly changing according to the wind speed, in order to meet the requirements of the power system frequency and voltage quality, the wind turbine generator design adopts variable frequency and inverter technology, if the converter device is not specially designed, When the voltage of the power system fluctuates, the wind turbine will be automatically disconnected from the grid, causing an imbalance in the power supply and demand balance system. If the proportion of wind power in the power system is small, its automatic off-grid will have little impact on the power system, and there will be no problem. However, when the proportion of wind power in the power system is relatively large, its automatic off-grid will have a greater impact on the stability of the power system. Therefore, in countries with relatively large scale of wind power in Europe, the "low voltage ride through" requirement has been put forward for wind turbines, requiring the wind turbines to be automatically removed from the grid within a certain range of fluctuations in grid voltage and within a certain period of time. The "Technical Code for Design of Large Wind Farm Grid Connections" issued this time puts forward clear requirements for low voltage ride-through of wind turbines, which is also the most distinctive feature of this specification. In the past, the corporate standards of the State Grid Corporation of China have raised this requirement. Now it has become a national standard, which shows that everyone has deepened their understanding of wind power development. In the past, the installed capacity of wind power was small and had no impact on the power system. In order to support the development of wind power, the performance requirements for wind turbines were not strict. After rapid development in recent years, the installed capacity of wind power in some areas has been very large. The proportion of the power system is also relatively large. If a problem of disconnection occurs, it will have a great impact on the safe operation of the power system. It is necessary to impose more stringent requirements on the performance of the wind turbine, which is of great significance for the sustainable and sound development of wind power in China.

Market factors become a constraint reporter: Can you talk about the characteristics of the current wind power industry development stage?

Shi Lishan: China's renewable energy development has entered a new stage and a new starting point. Since the "Eleventh Five-Year Plan" period, under the promotion of the "Renewable Energy Law" and related supporting policies, China's renewable energy has developed rapidly. In particular, the development of wind power has made remarkable achievements. The newly-added installed capacity of wind power has doubled for many years. , Has become the world's largest wind power installed country. The rapid increase in the manufacturing capacity of wind power equipment has enabled the manufacturing capacity of more than 1.5 megawatts of various types of technology and products of various specifications to basically meet the needs of land and offshore wind power development in China and is now moving towards the international market.

With the continuous expansion of the installed capacity of wind power, the situation of new energy development has undergone great changes. The attention of the whole society to the development of new energy has been significantly improved. State-owned enterprises, private enterprises, and foreign-funded enterprises have a high degree of enthusiasm for investing in new energy. It can be said that there has been a situation in which all forces are fighting for new energy.

At the same time, however, market restrictions on the development of wind power also emerged. In the past, the main constraint for wind power development in China was wind turbine equipment. Now, it is mainly market factors and institutional factors. In addition, the technological progress, standardization, and quality assurance of the new energy industry also face many challenges. Recently, there have been many quality accidents for fans, which have exposed the problems of industrial management.

Therefore, compared with five years ago, the situation facing China's wind power industry has undergone great changes, and new vision and ideas are needed to promote the development of wind power.

Reporter: From the initial franchise bidding to the strategy for large wind power bases and to the current strengthening of industry management, wind power policy has been continuously adjusted along with the development of the wind power market. Has our thinking on the acceleration of wind power development changed?

Shi Lishan: The idea of accelerating wind power development is unchanged. From the present point of view, fundamentally addressing the energy and environmental constraints facing human social development, new energy has an irreplaceable role. At present, many developed countries have shifted the focus of energy work to new energy sources. This is historically inevitable. However, we must also realize that although the development of new energy has taken important steps, it is only the first step in the Long March. The task of future development is still quite arduous.

Reporter: How to solve the current bottleneck of wind power?

Shi Lishan: To solve these constraints, we must first learn from the international advanced technology and management experience. European countries attach great importance to the development of new energy. Whether it is technology or management is very good. The proportion of wind power in Denmark has exceeded 20%. In 2020, it will exceed 40%. In Spain, wind power used to account for 53% of the load, but they are Through what kind of policies and what kinds of systems have ensured such development, we still need to learn and study.

The number of wind power equipment manufacturing companies in China is very large. How to scientifically evaluate these companies, allow users to understand these enterprises objectively and fairly, understand the industry, and make investment decisions are very important tasks. Recently, a deputy from Hong Kong’s National People’s Congress asked me to reflect the problems that wind power had in some places, such as the recent collapse of wind turbines, the burning of wind turbines, and the loss of wind turbines. They are all very concerned about these issues. How to avoid the occurrence of similar accidents is a problem of industry management. A mechanism for evaluating various types of enterprises should be established, announced regularly, and monitored by the whole society to provide an open and fair market environment for the development of enterprises to promote the continuation of the industry. Develop healthily.
