Since the beginning of the "Eighth Five-Year Plan" period, China has been in contact with and even promoted green lighting. It has been more and more concerned and supported by people for more than ten years. In 2002, CCTV once broadcast a special program entitled "Green Lighting in China", which gave a comprehensive explanation of the development of green lighting in China. "Ninth Five-Year Plan": Green Lighting Starts in China
In 1993, the State Economic and Trade Commission began to organize the formulation of China's green lighting project, and implemented it in Shanghai, Guangdong and Beijing. In 1995, the China Association for Science and Technology organized experts from the China Lighting Society, the China Electrotechnical Society and the China Architecture Society to demonstrate the “Proposal for China to Promote Green Lighting Project†proposed by Beijing Sitong Matsushita Electric Works Co., Ltd. In May 1996, the State Economic and Trade Commission announced the establishment of the China Green Lighting Project Leadership Coordination Group. In September, the “China Green Lighting Project Implementation Plan†was issued. In the “National Energy Conservation Publicity Week†held in October, “China Green Lighting Project†Started. Since 1998, China has implemented the Energy Conservation Law, which includes lighting and electricity saving. In 2000, the State Economic and Trade Commission, the Ministry of Construction, and the State Bureau of Quality and Technical Supervision jointly formulated and issued the "Opinions on Further Promoting the "Green Lighting Project in China"" and put forward specific policy measures to promote green lighting projects.
"Tenth Five-Year": Green lighting project has achieved remarkable results
In September 2001, the “SETC/UNDP/GEF China Green Lighting Project Promotion Project†jointly organized by the State Economic and Trade Commission (SETC) and the United Nations Development Programme (UNDP) and the Global Fund (GEF) was officially launched. This is the key project of the Chinese government for the Global Environment Facility. The Global Environment Facility provided US$8.135 million in grants to the project. The Chinese government, domestic enterprises and international organizations invested US$18.065 million. The total investment of the project was US$26.2 million. The project implementation period was 4 Year, ending in 2005. The China Green Lighting Project Promotion Project Office is responsible for the specific work of the project. At the beginning of 2002, the State Economic and Trade Commission, the State Planning Commission, the Ministry of Finance, the Ministry of Science and Technology, and the General Administration of Quality Supervision, Inspection and Quarantine, and other departments established the China Green Lighting Project Promotion Project Coordination Group to promote the implementation of the project by strengthening communication and coordination between departments.
The overall objectives of the project are: (1) to save energy by reducing lighting power, to protect the environment, to achieve 10% energy saving by 2010; (2) to promote the overall level of domestic lighting electrical products; (3) to enhance consumer The understanding and use of high-efficiency lighting electrical products; (4) Establish a sustainable market environment that is conducive to the promotion and application of high-efficiency lighting electrical products, through standards and certification. Ensure the availability of energy efficiency in the use of lighting electrical products.
According to the planning of the project, in May 2004, the Ministry of Construction began to implement the “Energy Conservation-Urban Green Lighting Demonstration Project†plan, aiming to achieve the goal of 15% energy saving in urban lighting by 2008 and reduce greenhouse gas emissions. Improve the quality of urban lighting and improve the urban living environment.
From 1996 to 2005, China's green lighting project achieved remarkable results in the past 10 years: the domestic sales of high-efficiency lighting electric light source products was about 1 billion pieces, an increase of 20 times; the structure of lighting products was optimized, and the proportion of fluorescent lamps and ordinary incandescent lamps was produced. From 1:6.25 to 1:1.5; product quality continued to improve, the output yield of compact fluorescent lamps increased to 95.1%, doubled; the proportion of high-efficiency lighting products accounted for more than 50% of the total social lighting products, users The penetration rate is over 80%. Experts estimate that in the past ten years, China's green lighting projects have achieved a total of 55 billion kWh of electricity, equivalent to reducing carbon dioxide (carbon) emissions by 14.52 million T. The successful holding of the 2005 China Green Lighting International Conference and the 6th International High-Efficiency Lighting Conference demonstrated the international community's recognition of China's green lighting project.
"Eleventh Five-Year": Promoting Green Lighting Project
Entering the "Eleventh Five-Year Plan" period, the Chinese government decided to continue to vigorously promote green lighting projects and adopted a series of effective measures.
In the previous November 2004, the National Medium- and Long-Term Special Plan for Energy Conservation issued by the National Development and Reform Commission included lighting fixtures in the key areas of energy conservation. In July 2006, the National Development and Reform Commission, the Ministry of Science and Technology, the Ministry of Finance, the Ministry of Construction, the General Administration of Quality Supervision, Inspection and Quarantine, and the State Environmental Protection Administration jointly organized the implementation of the “Eleventh Five-Year Plan†The Opinion was released at the National Energy Conservation Work Conference. Green lighting project is one of them. The main contents are: technical transformation of energy-saving lighting production line; promotion of energy-saving lighting products; adoption of LED lighting products, transformation of traffic light systems in large and medium-sized cities, and demonstration of LED application in landscape lighting. The supporting measures adopted for this purpose include: improving and implementing energy efficiency standards for lighting products, establishing a market access system; strengthening energy-saving certification for lighting products; implementing quality commitment system for energy-saving lighting products; strengthening public awareness of green lighting and increasing government investment in green lighting promotion Establish a government support mechanism for green lighting promotion.
At the same time, the Ministry of Construction issued the “Outline of the “Eleventh Five-Year†Urban Green Lighting Projectâ€. Its main objectives include: based on the end of 2005, the annual urban lighting power saving target of 5%, 5 years of cumulative power saving 25%; the efficiency of more than 80% of the efficiency of lamps and lanterns application rate of more than 85%; high luminous efficiency, The application rate of long-life light sources is over 85%. The key measures it plans to take include: revision of the “Regulations on Urban Lighting Managementâ€; in-depth and extensive implementation of urban green lighting demonstration project activities; conscientiously summarizing the implementation of the “China Green Lighting Promotion Project†experience, establishing and improving the formulation of energy efficiency standards, energy conservation certification, energy efficiency labeling Work coordination mechanism; complete the preparation of urban lighting special plan in 2008; carry out strategic and theoretical research on new energy-saving products, new technologies and new technologies for green lighting; extensively and continuously carry out green lighting publicity and enhance the awareness of lighting energy conservation in the whole society.
In order to overcome the market obstacles in the promotion of green lighting products, the Chinese government has introduced a method of promoting energy-saving lamps through financial subsidies, giving 50% and 30% subsidies to resident users and large users respectively. Last year, we promoted 62 million energy-saving lamps nationwide. This year's promotion task is 120 million. Currently, this work is being implemented in various places.
In terms of LED lighting development, the state has also launched the "Ten Cities and Ten Thousand Miles" LED lighting promotion pilot in a timely manner. At present, 21 cities have conducted LED lighting pilot projects, and eventually will produce ten LED lighting promotion demonstration cities, and the promotion experience of these cities.
