According to the draft of the opinion, in the future, the city will set up an optimized area for outdoor advertising, a strictly controlled area and a forbidden area. The preparation of outdoor advertising special planning and setting technical specifications was originally undertaken by the planning department, and the industrial and commercial department is responsible for the future reform.

According to the existing management methods, outdoor advertising and signboards shall not be set up in the street glass. In the future, there will be no “one size fits all”. Commercial buildings or commercial and residential buildings in the optimized area determined by the special plan for outdoor advertising can be used to set up outdoor advertising and signboards in frontage glass, but it cannot affect the ventilation and lighting functions of buildings. Buildings in the forbidden and strictly controlled areas are still not allowed to use outdoor glass to set up outdoor advertising and signboards.

At present, there are many LED outdoor electronic displays in the city. Due to the large brightness, it has become a major source of light pollution, affecting the rest of the surrounding residents, and even affecting road safety. In this regard, the opinion draft stipulates that outdoor advertising and signboards set up in the form of LED outdoor electronic display are prohibited from opening daily from 22:30 to 7:30. At the same time, the display should not exceed 35 meters from the ground, and it is forbidden to set the direction of the road.

The rainy and humid climate of Guangzhou is likely to cause rust in outdoor advertising facilities and become a safety hazard in the typhoon season. To this end, the opinion draft stipulates that: setters and responsible persons should conduct regular safety inspections and inspections of outdoor advertising and signage facilities. It is found that there are safety hazards that should be refurbished or removed immediately. In case of abnormal weather such as typhoon and heavy rain, corresponding safety precautions shall be taken.

The opinion draft also stipulates that if the expiration of two years is set, the installer shall conduct safety inspection before June 1 of each year, and provide the safety inspection report issued by a qualified inspection agency to the examination and approval authority. If the inspection fails, it shall immediately Renovation or removal.

In case of violation of the above provisions, there are potential safety hazards. If it is ordered to be rectified within a time limit or the demolition is not implemented, or the safety test is not carried out. If no test report is provided, the urban management law enforcement agency shall forcefully dismantle it and impose a fine of not less than 20,000 yuan but not more than 30,000 yuan. .
